El hórreo es un elemento inseparablemente ligado a la economía agrícola, que entronca y nos enlaza con las raíces históricas y culturales de nuestra civilización occidental actual, sobre todo a partir de la presencia romana en la Península Ibérica. Se han realizado todo tipo de estudios sobre el hórreo, ensayísticos y de investigación, desde la perspectiva geográfica, arquitectónica, sociocultural, arqueológica o paisajística, pero en ninguno se ha analizado la importancia y presencia que el horreum tuvo en la las fuentes literarias romanas y en el Derecho romano, como el que aquí se presenta. Varrón en De re rustica destaca su importante papel en la preservación de granos y productos agrícolas. Columela amplía ese enfoque, detallando la forma de construcción y mantenimiento de hórreos, así como su influencia en la productividad agrícola. En otros autores como Séneca, Plinio el Viejo, Plinio el Joven, Cicerón, Tito Livio, Amiano Marcelino o Vitruvio se encuentran mencionados los hórreos, lo cual confirma su enorme presencia en la vida cotidiana romana y su importancia para la economía y la infraestructura social y administrativa En el Derecho romano los hórreos tuvieron una presencia muy relevante, existiendo hórreos privados y públicos. Además de su función agrícola, los hórreos privados se consideraban lugares de custodia de objetos valiosos, lo que reforzó su importancia para la economía local y facilitó el tránsito hacia una economía comercial o pecuniaria romana. En los hórreos públicos se almacenaban los recursos públicos de trigo, preservándose así los intereses socioeconómicos de todos los ciudadanos. Los juristas clásicos se ocuparon incluso por determinar la naturaleza jurídica del hórreo, y en las constituciones de la etapa imperial se establecieron severas sanciones para quienes manipulasen o descuidasen estos espacios de almacenamiento, e incluso normas de edificación. Esto era esencial para evitar el desperdicio de alimentos, para garantizar la seguridad de estos, y también para que la annona se distribuyera de manera eficiente y justa. Se establecieron incluso tributos urbanos sobre los hórreos. Aquí se pretende poner de relieve, por primera vez, la importancia que los hórreos tuvieron en Derecho romano como elementos estratégicos en la organización y estabilidad socioeconómica del imperio.
